The panorama of the Conference
Attending the Conference were Mr. Chu Ngoc Anh, Member of the Central Committee of the Communist Party of Vietnam, Minister of Science and Technology, Mr. Phan Van Kiem, Vice Chairman of Vietnam Academy of Science and Technology; Mr. Nguyen Doan Toan, Member, Vice Chairman of Hanoi People’s Committee; Mr. Dang Huy Dong, Deputy Minister of Planning and Investment; Mr. Nguyen Van Than, Member of the 14th National Assembly, Member of the Central Committee of Vietnam Fatherland Front, Chairman of Vietnam Association of Small and Medium Enterprises; enterprises which have invested and are carrying out investment feasibility studies in Hoa Lac HTP; representatives from mass media organizations. Regarding international participants were Mr. Nagai Katsuro, Minister’s Resident, Japanese Embassy in Vietnam, Mr. Thach Thuy Ky, Chief of the Taipei’s Office of Economics and Cultural in Vietnam; representatives from Embassies, organizations and trade promotion associations in Vietnam.

2016 has remarked the shift of Hoa Lac HTP which moves to the stage of focusing on attracting investments on high technology, developing S&T potentials and then S&T city, ecological and smart urban area and becoming an important factor to promote the economy’s industrialization and modernization of the area and the country with the role of being the focal point for receiving, transferring and then innovating new technologies.
In this 2016 Investment Conference, the Management Board of Hoa Lac HTP has provided updated information on the investment status and development as well as investment potentials and opportunities in Hoa Lac HTP. The Management Board has announced information relating to investment processes and procedures, planning environment, security, assurance of the convenience, simplicity and transparency in implementation of investment procedures in Hoa Lac HTP according to ISO 9001-2008 standard. The Conference was also the forum for the Management Board to listen to and receive recommendations made by representatives from agencies, trade organizations, domestic and foreign investors in order to improve more the investment environment in Hoa Lac HTP. Accordingly, Mr. Satoshi KITASHIMA, investment advisor, Japan External Trade Organization (JETRO) had some proposals to the Management Board, which would focus on advertising images and investment promotion so that investors can know potentials, opportunities and readiness of Hoa Lac HTP for investment activities; announcing specific investment procedures and criteria and continuing to take good care of customers and investors already working in Hoa Lac HTP.

Delivering a speech in the Conference, representatives from Embassies, Ministries, branches as well as localities supported the development directions as well as committed to work together with the Management Board to develop Hoa Lac HTP. Among that, Japanese Embassy in Vietnam affirmed that Japanese Government would continue support the development of Hoa Lac HTP with improving the infrastructure, attracting investment as well as building the model of a smart city; Hanoi City committed to continue working with the Management Board in site clearance and connection of transportation infrastructure, at the same time solving difficulties faced by investors, especially the implementation of “one-stop shop” on administrative procedures, creating the most favorable conditions for investors.
Within the Conference’s framework, the Management Board of Hoa Lac HTP organized the cooperation signing with relevant agencies and organizations including Vietnam Academy of Science and Technology; National University of Hanoi; Vietnam Association of Small and Medium Enterprises; Department of Science and Technology of Hanoi; Vietnam Post and Telecommunication Corporation, Vietnam Industry Commercial Bank, Petroleum Insurance Company, Vietnam Innovative Startups Accelerator Joint Stock Company. These cooperation agreements are focused on attracting investments in Hoa Lac HTP, providing services for supporting enterprises to invest and develop a smart city as well S&T potentials in Hoa Lac HTP.
Delivering the guidance speech in the Conference, Mr. Chu Ngoc Anh, Member of the Central Committee of the Community Party of Vietnam, Minister of Science and Technology requested the Management Board of Hoa Lac HTP to continue its focus on improving the investment environment, professionalizing the staff and soon submitting to the Government for issuing the Decree on special mechanisms and policies for Hoa Lac HTP so that the HTP would become an attractive place for domestic and foreign high-technology investors. The Minister also requested the Japanese Embassy, Japan International Cooperation Agency to continue speeding investment and improving the infrastructure of Hoa Lac HTP in order to ensure the set progress; Embassies, representative agencies of countries, international organizations, trade promotion organizations of countries to support advertisement for Hoa Lac HTP; People’s Committee of Hanoi City, National University of Hanoi, Vietnam Academy of Science and Technology to continue support Hoa Lac HTP in site clearance, investment attraction, connection of transportation infrastructure, human resource training in high-technology technology…

The Minister believed that with the above-mentioned development premises, conditions and prospective, Hoa Lac HTP would be an important factor, which contributes to build and develop Vietnam’s innovation and creation based economy, and an important premise for Vietnam to start entering the 4th industrial revolutionary.

In 2016, the Management Board of Hoa Lac HTP issued the Certificate of Investment Registration for 09 projects in fields of high-technology production, research and service provision ... with the total registered investment capital of VND 4,330 billion (equivalent to USD 200 million USD) on the total area of 15.23 ha, increasing the number of projects in Hoa Lac HTP to 78 with the total registered investment capital of VN 60,019 billion (equivalent to nearly USD 3 billion) on the total area of 348 ha, in which 36 projects are ongoing with more than 10,000 people who are working and studying in Hoa Lac HTP. Many universities and research institutes with large scale and advanced model which are supported by the Governments of Japan, Korea, and France are being constructed here. Projects of high-technology enterprises and big domestic groups (as VNPT, Viettel,....) have been put into operation and made significant contributions to the country’s economic development. These are initial encouraging results to build and develop Hoa Lac HTP on the basis of 4 foundations of an innovation-based economic development area.
