Training human resources in Agricultural Business to meet social needs under perspective of science and technology integration

On March 19, 2021, National Economics University (NEU) organized the National Scientific Workshop “Training human resources in Agricultural Business to meet social needs”. The workshop was attended by leaders of National Economics University; The Center for Vietnam S&T Intertionalization Promotion (VISTIP), Ministry of Science and Technology; Agro Processing and Market Development Authority, Ministry of Agriculture and Rural Development; Vietnamese Bird’s Nest Farms Association; Vietnam Farms & Agricultural Enterprises Association; Vietnam Tea Association; Vietnam Institute for Development Strategies, Ministry of Planning and Investment; Thuy Loi University and leaders of agricultural processing companies that specialize in forestry and aquatic products… Prof. Dr. Hoang Van Cuong- Vice Rector of National Economics University chaired the workshop.

According to Prof. Tran Quoc Khanh - National Economics University, at present, there are many weaknesses and challenges in the development process of agricultural production and business, especially in the context of the Fourth Industrial Revolution (4.0)  such as very small business scale, fragmented land, and manual production, the ability to promote business capacity of agricultural production and business is still limited. Meanwhile, the quality of human resources in agricultural and rural areas in general and the abilities of the owners of the current agricultural production and business in particular are still low. Most of householders, farm owners, agricultural cooperatives and other agricultural business owners have not been trained. According to the International Labor Organization (ILO), Vietnam is one of the countries affected by the Fourth Industrial Revolution 4.0.

Currently, Vietnam was faced with many challenges of low technical and professional qualifications of the human resources (the workers with professional and technical qualifications only accounts for more than 20% of the workforce); Vietnamese labor productivity is lower than many countries one in the ASEAN region... Besides that, Vietnam is facing increasing pressures of international economic integration, because international integration inevitably requires agricultural businesses must comply with regulations of other countries and international organizations, manufactured products must comply with international competition laws as well as international quality standards, this is the weakness of vietnamese agricutural businesses. From the above issues shows that in order to improve the business capacity and competitiveness of agricultural businesses, one of the important solutions is to strengthen training or retraining of human resources.

According to Assoc.Prof.Dr. Nghiem Van Loi- Thuy Loi University, in order to achieve competitive advantages and sustainable development in agricultural production and business, we must move our agricultural production from self-sufficiency to commodity production. In the context of the fourth industrial, agricultural business managers need to be well trained with the necessary knowledge of business planning, corporate governance, marketing as well as knowledge of product quality management, food hygiene and safety and international business associated with the support of technology in agricultural production and business (4.0 agricultural). With his own presentation, Assoc.Prof.Dr. Nghiem Van Loi analyzed some models of training agricultural business manpower of some universities around the world, such as Montana State University (MSU), Colorado State University - CSU, Missouri State University - MiSU, Louisiana State University and Queensland University (Australia).

According to shared information of the scientists at the workshop, another issue posed to the human resources of agricultural business today is the need to focus on improving management capacity and coping with related risks such as weather and climate to minimize risks. It needs to consider between training with the labor market and training on the order of the businesses, even we need set up a digital job exchange connecting with the businesses. Therefore, in the context of the fourth Industrial (4.0), training, developing and using human resources have to focus on quality,developing professional capabilities and appropriate skills to develop the agricultural sector in general and the agricultural business in particular in the direction of being able to compete with other countries in the world.

From international experience, to develop modern agriculture and civilized rural areas need the convergence of many factors, of which, training high-quality human resources is a prerequisite for all countries on the world. The influences of education and research in agribusiness in the context of the fouth Industrial revolution 4.0 is to build ecosystems between training and research, businesses and farmers based on the spirit of harmony cooperation, innovation continuously, turning the fields and farmers into crop farm and researchers. Providing data for research institutions and agricultural enterprises in order to create agricultural products 4.0.

In addition, human resources for agricultural business are also focused by the Government of Vietnam and other State agencies. Recently, the Prime Minister issued an Action Plan to implement Conclusion No. 81-KL / TW dated July 29, 2020 on “Ensuring national food security to 2030” of the Politburo of Communist Party of Viet Nam, that mentioned the issue of improving the quality of human resources and the level of research, application and technology transfer in the agricultural sector. Beside that, the renovation and improvement of the quality of human resource training have to meet the requirements of modern, high-tech, and intelligent agriculture is one of the important ideas that was emphasized in the action plan.

Some solutions to develop human resources for agricultural business in Vietnam in the context of the fourth industrial revolution including:

Firstly, to raise employees' awareness through vocational training and education in high-tech agricultural human resource development. In order to change awareness, it is necessary first of all to help workers understand how high-tech agriculture's value supports work efficiency and results through productivity. Vocational training and education must be a combination of communication and orientation for theory to apply to practical agricultural business activities, thereby developing inherited labor human resources.

Secondly, proactively perfecting the content of books and lectures, ensuring appropriate teaching and learning quality. In the context of the fourth industrial revolution, the training content needs to be in tune with changes in practice; To consider building a goal of improving management capacity and coping with related risks in agribusiness to minimize losses. In addition, facilities, mechanisms and policies for training institutions must be fully and thoughtfully prepared to maximize the role of teaching in the development of human resources in agricultural business prepared to maximize the role of teaching in the development of human resources in agricultural business.

Thirdly, according to the motto of learning with practice, not following targets, achievements and group benefits. It is important that training goes hand in hand with the application of theoretical knowledge into practice, finding outputs for high-tech products, linking labor with enterprises, linking "input" with "output". Examining and evaluating successful models of countries around the world as case studies for implementation, concentrating on the relationship between post-training agricultural business manpower and organizations and enterprises.

Fourthly, aim to increase the percentage of trained human resources in the agricultural business sector up to 80% by 2030 according to the implementation plan. Conclusion No. 81-KL/TW dated July 29, 2020 on “Ensuring national food security to 2030” by the Politburo of Communist Party of Viet Nam. To do this, it is necessary to have the cooperation of training institutions, businesses, farmers and local agencies in their efforts to improve the professional qualifications of the human resources of agribusiness in Vietnam.

Fifthly, strengthen the inspection, supervision and evaluation of the quality of agricultural training courses for workers, especially rural workers in the region to promptly rectify the shortcomings in the training process as well as proposing inappropriate regimes and policies in the local implementation process.

Sixthly, in addition to focusing on improving human resource capabilities, it is also necessary to consider developing technology to improve work productivity. New technologies needed for smart agriculture, such as: biotechnology, digital technology, automation, precision engineering, and new materials should be added in the training program Universities.

At the workshop, Ms. Bui Thi Huy Hop, Deputy Director of VISTIP, Ministry of Science and Technology shared information about international technology transfer cooperation activities in agricultural sector, the application of new technologies (4.0) such as artificial intelligence (AI), blockchain technology and mobile APP's for agribusiness human resource training, she also suggested more innovation in training human resources in agribusiness for National Economics University.
